An ORI — Originating Agency Identifier — is the code that tells the system where your background screening results should be delivered. Fingerprints on their own are just biometric data. The ORI is what turns them into a result that lands on the right desk.
This is why it's the linchpin of the whole process. Capture quality can be verified and fixed on the spot. Routing can't be fixed after the fact. Once a submission goes out under a given ORI, results go to that agency, and the one waiting on you sees nothing arrive. The only remedy is a fresh capture and a fresh submission, at full cost.

The second is the sister-location problem, where a healthcare brand operates several sites under separate ORIs and you're given the wrong one. The third is guessing, usually under time pressure, at a counter that doesn't check.

No. ORIs are agency and often profession specific — a real estate ORI and a contractor ORI aren't interchangeable, and neither routes to your employer. Using the wrong one means paying to be printed again.
